Gifu Prefecture Compliance Fund to Prevent the Spread of COVID-19 (2nd)

Implementation Outline

 

1. Basic Outline

Compliance funds will be paid to businesses which cooperate with demands from the Prefectural Government for a shortening of operating hours, in order to control the spread of the continually expanding COVID-19 infection, for the entirety of the relevant period.

 

2. Payment Amount

1,000,000 yen per business branch

 

3. Eligible Businesses and Conditions

Those meeting all of the following criteria:

The business branch is an eating or drinking business that serves alcohol (including karaoke & live-houses etc that serve alcohol)

  The branch serves alcohol and has received operating permission to run an eating or drinking business in accordance with the Food Sanitation Law. Moreover, takeaway & delivery, supermarkets or convenience stores with eat-in spaces & kitchen cars etc are not eligible.

  The business has a branch (or branches) which exists and operates within one of the areas targeted by demands for a shortening of operating hours within Gifu Prefecture (Gifu City, Ogaki City, Tajimi City, Seki City, Nakatsugawa City, Mizunami City, Hashima City, Ena City, Mino-kamo City, Toki City, Kakamigahara City, Kani City, Yamagata City, Mizuho City, Hida City, Motosu City, Kaizu City, Ginan Town, Kasamatsu Town, Yoro Town, Tarui Town, Sekigahara Town, Godo Town, Wanouchi Town, Anpachi Town, Kitagata Town, Sakahogi Town, Kawabe Town, Yaotsu Town, Shirakawa Town, Higashi-shirakawa Village & Mitake Town).

 The business opened the branch on or before the first day of the period for which the Gifu Prefectural Government issued the demand for a shortening of operating hours (Dec. 18th (Friday)) and the state of the business's current operations is clearly verifiable.

The business complies completely with demands for a shortening of operating hours during the period in which the Gifu Prefectural Government has demanded a shortening of operating hours (from 21:00 on December 18th 2020 (Friday) until 24:00 on January 11th 2021 (Monday)).

  "Complies completely" means that the business branch(es) within the targeted areas comply with the operating hours shortening for the entirety of the period outlined above. Moreover, otherwise-eligible businesses that completely suspend their operations all-day for the demanded period are also eligible.

   The "demand for a shortening of operating hours" refers to the demand to cease operations between 9:00PM at night and 5:00AM in the morning.

 In the case of eating & drinking branch involving hospitality service, karaoke facilities & live-houses, the business has created and submitted an Infection Prevention Measures Manual which has been checked.

  The business is not operated by a person who is in a criminal gang or under the influence of criminal gangs or other criminal organizations, is not a corporation in which the director(s) or official representatives are involved in criminal gangs or other criminal organizations, and criminal gangs or other criminal organizations do not have effective influence over the running of the business.

4. Application Process

December 18th 2020 (Friday) - January 26th 2021 (Tuesday)

Only by post    Applications are not accepted by delivery in-person.

(3) Documents Required for Application (Planned)

Fill in the required items in the "Compliance Fund Application" (including the Corporate Number in the case of a corporation) and apply with the following documents attached.

Moreover, details about required documents and the format of the application are scheduled to be uploaded to the official Gifu Prefecture website on December 18th (Friday)

   Compliance Fund Application Documents (Application, Contents of Branches that have Implemented a Shortening of Operating Hours, Written Pledge)

  ② Documentation which is evidence of active business operations

A copy of your tax return (kakutei-shinkoku) & account books from before suspension of operations

Photographs of interior and exterior of business

  ③ Documentation which is evidence of a shortening of operating hours

Something which a third-party could look at and verify that operating hours have been shortened (e.g. a print-out of the business website listing shortened operating hours or a similar poster or flyer)

  ④ Documentation which proves the branch was serving alcohol

  ⑤ Documentation which proves that the branch had acquired all of the relevant permissions to operate (operating license etc.)

  ⑥ Infection prevention manual (only in the case of eating & drinking branches involving hospitality service, karaoke facilities & live-houses)

  ⑦ Copy of bank book etc showing bank account details for transfer

  ⑧ Proof of identity

 

(4) Payment of Compliance Fund

After the end of the demanded period, payments are scheduled to begin swiftly as applications are confirmed.
